You can replace a worn or torn grip yourself fairly easily. Slide the old grip off (a little water or some air under the edge helps) and push the new short grip firmly against the end of the handlebar. Let it dry for a moment before riding, if needed, so the grip stays firmly in place.

Do you need a driver’s license for a fatbike?
You don’t need a driver’s license for a regular fatbike with pedal assist up to 25 km/h. You do for tuned models above that limit. Keep in mind those are only allowed on private property.
